if I send my conversion to direct entry form by 19th feb'16 can I fill examination form on same date (19th feb '16) for IPCC may'16 through direct entry?

In my opinion may not be possible as you will get eligibility only after successful registration under direct entry

Now if I convert to direct entry in march can I join articleship before 30th april?

If you want to do articleship you better do conversion after may exams
