Unique Transaction number is require to mention in Form 17 while making payment so how it will be obtained.

The UTN is a number given by the government site corresponding to each supplier PAN that we send for verification. For more details on this you can check the link http://www.tin-nsdl.com/onlinepanintro.asp. So we have a UTN corresponding to each PAN once we have verified the PAN numbers along with the information if the PAN is a valid one maintained with the government.
