A CLIENT DIDN'T FILE INCOME TAX RETURN IN PREVIOUS A.Y. 2018-19. BUT TCS HAS DETUCTED IN THAT PREVIOUS A.Y. 2018-19. HOW CAN I CLAIM THE TCS IN THIS A.Y. 2019-20? PLEASE TELL ME THE PROCESS.

You can't claim it now in Ay 2019-20.
File condonation application with CIT stating the reason for delay in filing the ITR. After approval file online ITR for AY 2018-19 u/s 119(2)(b) and claim refund.
