Unable to file FORM 10IE

I am trying to file form 10IE in the new portal for the past 3 days. But, I couldn't file. Can someone give reason?

Sir, while filing process was going on in the portal the process was stopped in the half way and I couldn't proceed to the next level.

Try again after some time. If you internet speed is slow, try after 10 PM...
