What is logic behind allowing deduction of only tution fees u/s. 80C and not sport fees, exam fees, library fees etc?

we the reader of law knows about a bunch of things but the law maker has to make law while seeing many thing all related laws something we don't know about real intention behind creating a particular law so better accept it
