Turnover limit to get excise registration

Dear Experts,
One of My Friend want to start a manufacturing plant of Gypsum Board Now I want to know below Queries (Kindly reply me in your own words or simple words don’t copy paste from somewhere else)
1. Is there any turnover limit to Get Excise registration,
• If Yes then Kindly explain the Limit and till the time Limit not reaches Can we issue Normal Sales Invoice.
• If No Then Kindly Explain the Excise registration Process.
2. Kindly explain the Journal entry of Purchase of Machinery before or after starting the business with CENVAT Explanation.

Upto the 1.5cr turnover no need to take registration of excise.
