If the company has started a project and the same is going on and having nil turnover whether in this case reverse mechanism i.e. service receiver has to pay service tax is applicable

Unless the company is registered under service tax, reverse charge question does not arise. Around 11 services now attract reverse charge and if your company started operations, then you have to apply for service tax and follow the rules for paying output tax and under reverse charge.

Just wanted to add, service tax would be applicable (if you have availed services which are liable for reverse charge)even you have nil turnover.
