treatment of medical allowance

If my firm giving me medical allowance of Rs.18000. But i have spent for it Rs.7000. which amount will be taxable Rs.11000 (18000-7000) or Rs. 8000(15000-7000).

If its an Allowance, then it is fully taxable.
If it is an re-imbursement, then it will exempt to the extent of 15000/-.
If it is an re-imbursement, then it will exempt to the extent of 15000/-.
