for sale of embossed stamp papers
1. white sheets are ours
2. we have to pay for emboss for values like Rs. 100 etc.,
3. we sell it with profit say Rs. 2 per sheet
4. Whether it comes under SALE OF STAMP PAPERS OR COMMISSION OF STAMP PAPER.

As per the defination of commission :- The authority to perform task or certain duties
In your case you have been given the task to print stamp papers and sell across the same.
without deligation of the you cannot perform the same.
the same task is being remunated on per piece bases
So as per my openion it is a commission on sale of stamp papers.
