can somebody pls tell me the interpretation of 3 months or more for medical certificate to be applicable for seeking transfer after 1 year. Are they asking for future 3 months or past 3 months spent in a medical problem which is still continuing...

The transfer is restricted and you have to go through the transfer rules. The medical leave will not be considered as period served, it will be treated as leave taken by you. After one year of registration you can avail transfer.
