Kindly explain the terminal excise duty. Its applicability and what is the procedure of payment and refund of TED. TED is charged by Customs or excise?

As regards TED, there was a client of mine during my articleship which had TED concept. TED is the excise duty on deemed exports. This TED is refunded by goverenment. We need not bill it to our client.
