You can issue old certificates. For some details about UTN please check shared file , i have uploaded amendmends in TDS.

UTN is a new concept introduced from FY 2009-10 onwards... We will be getting this number only while remitting TDS through the new e - challan thats applicable from April 2009. Since there is no such number for AY 2009-10, you can finish off the TDS formalities without any thought about the recent amendments.
