payment towards technical services . payment terms include pyt of us $172290 to South Africa for advance payt. for bank gurantee .. is tds u/s 195 applicable for it?

Payments for FTS shall be taxable under both Income Tax Act and DTAA @ 10%.(20% if no PAN)
