if i fail to upload form 24Q & 26Q within 15.10.2009 for the q.e. 30.09.2009, then how can i upload for the said quarter after 15.10.2009 ? and what would be the penalty or interest for delayed filling ?

The process for uploading of Qtr'ly TDS return stats the same. You Need to validate the file in latest FUV version e.r. 2.128, you need to download the challan file from nsdl website.
Regarding penalty Rs. 100 per day will be charged for late filling of TDS returns.

I have saved file for 24Q & 26Q in two CDS for Qtr'ly TDS return Q.E.30.09.09 on 15.10.2009 but have failed to upload in TIN centre on 15.10.2009
can i upload the same on next day that is 16.10.2009 in TIN centre ? and penalty of Rs. 100/- where to deposit ?

I feel if return not uploaded on or before 15th Oct it would not be considered a timely return filed just because you have the CD ready within due date.
Although I am not sure whtr I.T.Dept. would charge Rs 100 or not.

There is no need to pay penality by self.
