Whether TDS is to be made on video conferening charges? If yes, pls. specify under which section?

TDS is not applicable on internet and telephone.
If Video conferencing comes under internet serivces then TDS not applicable.

Whether TDS u/s 194 I will not be applicable since we are using the video conferencing equipment & services of the service provider, (the same being conducted from his premises)?

If this is the case then 194 I will come into play.
