Tds on travelling bill

I had paid Rs.1.00 lac under business touring package in advance(Ticket+Hotel). Should i deducted Tds on above said amount.

26 April 2013 TDS will not apply on reimbursement of Ticket and Hotels Bills. TDs will be applicable on Fees charged by agent ( Total Amount paid - Reimbursement of ticket/hotel etc).

If his fees are more than threshold limit than there will be tds on it.
