Tds on transporter

As per the new amendment TDS will be applicable for the transporter who provides transportation service if he owns more then 10 Vehicles how ever in case if he declares that he has taken such vehicles on a rent from multiple owners then in such case weather he will be liable for deduction under this section if yes how ?

he have more than 10 vehicle, then you have to deduct the tds on freight. u/s 194c

that means rupesh ji owing of vehicle is not the necesscity of under this section.

in my view ownership is not necessary, he have more then ten vehicle during the year , then you have to deduct the tds if safe for you.
