Whether TDS is deductible in section 194J for professional fee including service tax or excluding service tax?

It will be inclusive of Service tax., only in case of 194I it is exclusive of service tax.

But it seems double taxation, i.e., tax on tax component..isn't it?

Yes it does amount to double taxation, but currently there is no circular. excluding the same as there is for 194I
