TDS on Service tax

A transport service provider give his bill without service tax but at the same time we have calculated service tax on behalf of his bill. Now my question is whether TDS to be calculated with service tax or without service tax.

If he has given it without service tax where is the question your calculating TDS on Service tax?

Yes
If he is not charging service tax then TDS is ,but natural, not required.
If he is not charging service tax then TDS is ,but natural, not required.

It may not have crossed the exempted limit.

Further ST is applicable TDS should be deducted on Gross amount.
