dear sir,
please tell me why tds is not applicable on sale purchase of goods.

Since sale and purchase of goods all sales and purchases are either done over telephone and no specific rates are fixed and therefore it is not a contract in writing to be executed for a longer period and therefore every date the rate changes. In case of a contract the rate will not change till that contract is complete therefore, it is out of the preview of the TDS
