I would like to know whether TDS shall be applicable on Railway Freight when it isn't paid directly to the Railway.

We send our goods from Lucknow to Mumbai by train with the help of an agent. Bill is raised by our agent for their service. Now, kindly let me know whether TDS shall be deducted on the bill that is raised by our agent.
