FOR THE CALCULATION TDS WHICH VALUE CONSIDER BETWEEN STAMP VALUE OR ACTUAL VALUE
ACTUAL VALUE = 4900000
STAMP VALUE = 5400000

There's no citation on the section regarding Stamp Duty value. Hence, TDS to be done on ACTUAL PAYMENT value only irrespective of stamp duty.
