WHETHER T.D.S IS TO BE DEDUCTED OR NOT ON PAYMENT MADE FOR PRINTING OF PAMPLET'S OF CLASSES. TAX INVOICE IS ISSUED BY THE VENDOR CHARGING 5% VAT?

There is no TDS to be deductible on Payment made for Printing of Pamphlet if you do not have a contract for the same and the payment to be made is not exceeding the threshold limit.
