Is TDS is required to be deducted while making payment to NTPC?

Its a payment of rent under section 194 I

You don't need to deduct TDS only if NTPC is a authority referred u/s 10(20)/(20A) and you need to take a copy of a certificate from NTPC in this regards. Please refer to circular No. 699 dated January 30, 1995.
