If TDS is required to be deducted on payment of charges for allotment of
stall in Exhibition, who is exempt
from tax u/s.12A. They do not have NIL
deduction certificate from Assessing Officer.

if not to deduct tds is not available from you then the party deduct the tax and you will filed income tax return and apply for refund
