I would like to know whether tax is to be deducted at source on Travel Insurance Premium Payment to a foreign country?
KIndly highlight any case law or circular in this reference.

Such premium should be business income of the foreign company. Ref to most DTAA's-Article 7,such income shall not be taxable in India if the foreign company does not have a PE in India.
