We hire a banquet hall for conference/function, please let us know the liability of TDS either u/s 194I or 194c (bill amount is above 120000)

It is rent you are paying hence 194I. Contractors payment is for execution of work which helps you directly or indirectly in you business activities. Taking rent for banquet hall is not such activity.
