iam paying freight to vans & autos for delivery of my goods. what is the limit for each individual for deducting TDS if they dont provide PAN card?

The limit is Rs30K for single transaction & Rs75K for all transactions with same party in one financial year. However for goods transport agency, no TDS is deducted if they provide PAN otherwise TDS @20% is deductible..
