TDS on freight

Whether TDS to be deducted if supplier charges freight in his purchase invoices and we pay full amount to supplier. We have no dealings with transporters.

if we are making some purchases on F.O.R basis where frieght is included in invoice by supplier, we have no need to deduct TDS under section 194C.
But in my opinion, supplier in their turn deduct & deposit TDS from Transporter & deposit them.
