TDS on Free Service Coupon

12 February 2011 I am a automobile dealer and get free service coupon from customers and my parent company reimburse them without deducting TDS as is the practice everywhere. Out of this reimbursement I give some amount to my sub-dealers against their coupons.So do I need to deduct their TDS on FSC coupons or not.
