A company regularily purchase stationery items like CDs, toner cartridge etc. from a single shop. Whether the company is liable to deduct TDS on the above???

you are purchasing goods from dealers & not given any contract it is your purchases so tds is not to be deducted

WHERE IT IS A PURCHASE OF GOODS /MERCHANDISE, VAT IS ATTRACTED . BUT THERE IS NO TDS APPLICABILITY.
CONTRACTS WHICH ARE IN THE NATURE OF A SERVICE FALLING UNDER THE PURVIEW OF SEC 192 TO 196 OF INCOME TAX ACT ATTRACT TDS.
