If we have made contractor payment without deduction of tds, Please confirm whether this is our libility to pay tds to Income tax department?

yes your are the person responsible for making payment so your deductor of tds and needs to deduct tds and deposit the same with it dept.

YES IF YOUR PAYMENT IS EXCEEDS THE LIMIT US/ 194C THEN YOU HAVE TO DEDUCT THE TDS AND DEPOSIT THE SAME WITH DEPTT.
