23 April 2017 if a company not deducted tds on rent above 1.80 lakh where to lodge complaint. please suggest.

24 April 2017 if the company fails to deduct the TDS then you can yourself account for that TDS amount and depisit it. in this case no penal interest will be payable by company. but if you want to lodge complain about this non deduction then yoy can write a letter to juridictional AO or you can also submit grievance in the www.incometaxindiaefiling.gov.in portal.
