Tds exemption under sectuion 197

dear sir,
my house property is rented to a company on a monthly rent 22350 p.m.. That given property is on my mother name , whose return is not filled ,because her income is less than given slab rate.Whats the Attachment would be Sufficent to get Exemption under section 197.
I have the Following Documents :
1.pan card
2.Lease agreement
3.TAn
4.FORM 13.(Which Schedule would be Fullfilled)
(I dont HAve the copy of previous year Return of income).

form 13 is to A.O. for tds exemption certificate .............15 g is to deductor for declartion
