TDS Certificate Number - Running Serial Number

Is it Legally mandatory that TDS Certificates should have running serial numbers? If so, can you also please let me know under which section / rule is this required?
If there are gaps in numbers, would that create an issue?

It is compulsory that you should have serial numbers. It is for the administrative benefit of both assessee and department and also to detect fake tds certificates it is sugessted.
If you are facing a problem of certian gaps in numbners. Type those numbers and treat it as cancelled and keep in your file.
This will solve your problem instead of finding a long method of going to sections rules and case laws.
