Dear Experts,
Now TDS Certificate Form 16 is generated online.
Few of our employees whose salary is below Rs.180000/- for F.Y.2011-12 are requesting TDS certificates though we have not deducted TDS.
Can we provide manual TDS ceritificate Form 16 in such cases

In case no TDS has been made you can’t generate online Form 16A. However you can issue a certificate incorporated with all the particulars of salary with other reported financial particulars and investments. This certificate if includes all the facts that appear on Form 16A will be convenient for employee for Bank loan purpose or for filing of income tax return if his total income exceeds taxable limit on inclusion of income from any other sources.

Agree with Expert. Moreover Form 16 generated from NSDL does not show details of salary. So
you will have to issue Form 16 prepared manually or generated from your TDS software.
