TDS has been made certificate issued
but deductor not filed the tds return
how to claim tds
is there any notification by which AO can allow by seeing TDS certificate
They are govt dept Ex forest department they do TCS certificate handwritten they will not file TCS return then how to claim the same

How can deductor issued certificate without filing of return

Deductor is Govt Department
Forest department they will issue Form 16 (handwritten) will issue but they are not filing TDS return how to claim Refund
