IF ANY PERSON APPLIED FOR PAN CARD AND ACKNOWLEDGEMENT SENT TO DEDUCTOR, IN THIS CASE TDS DEDUCTED 20% OR RESPECTIVE RATE.

Mr.Amit in this case , still you don't have PAN card , there is possibility that your PAN card application will reject .
as far as i think mare application for pan card will not prevent any one from deduction @20 % .
