An Indian Company paying Container freight to the Company in Belgium. Can you please tell me the rate of TDS for that? and Is there any provision for getting 0% rated approval from the assessing officer for that payment?

Yes you have to deduct TDS.
However the Act does not provide for exact rate of Tax for such case.
and there is a provision for getting o% approval from AO but the payee company will have to apply for that. You can not apply.
Otherwise you may see AO and ask for rate of TDS to be deducted.

In case of a transction with Foreign enterprise, TDS should be deducted But which is suject to DTA agreemet which has entered in to between these two countries.
