PLEASE TELL ME WHETHER A SHIPPING LINE CO. TRANSFERRING CONSINGMENT FROM BOMBAY PORT TO ICD DELHI IS LIABLE TO "TDS U/S 194 C" OR NOT?

ARE SHIIPPING LINE AGENT , CO. ETC. ARE NOT COVERED U/S 194 C ETC. SINCE THEY ARE NEITHER CONTRACTOR NOR SUB CONT. .

also if a company is payin tax u/s 172 then both 194C and 195 is not attracted
