does education cess on tds applicable between the financial year 1/4/2009 to 30/9/2009?

It was applicable on TDS deducted from salary and payment to non residents.
The cess is applicable even today on salary and foreign payments.

yes, it was applicable up to 30.09.2009 and not applicable from 01.10.2009 except tds on salary & foreign payment
