if TDS deductor has deduct my Contract TDS on contract amount.but not yet 100% my work contract complete. can i claim 100% tds

TDS WILL BE DEDCUTED ON THE INVVOICE ISSUE OR YOU RECEIVE THE PAYMENT WHICHEVER IS EARLIER. IT IS NOT DIFF. WORK COMPLETE OR NOT.
