Can anybody tell whether section 288B regarding rounding off will apply on tds deduction or tds payment to government

yes its applicable on TDS also, round off in nearest rupee..

TDS gets rounded up at all the cases.
i.e 1.67 become 2.00 & 1.25 also become 2.00.
