Want to khow whether TDS is applicable if we are making payments(related to software services) to overseas branches of indian entity?

dear today if we make payment either for purchase of Software or for making use of computer software, we have to deduct TDS u/s 194J..
because now payment regarding computer software covered under the definition of "royalty".
