suppose, i purchased Life time software for unlimited patient usage from Belgium. can a TDS applicable on payment of that purchase ?

Please note that TDS is applicable when income is passed on. In your case you are PURCHASING hence no TDS.
However, you have to follow 15CA and 15CB - duly certified by CA and after that you will be allowed to pay the cost of purchases.
