Sir, please suggest me, at what rate and in which section of IT act is applicatble on Commission received on Sell of SIM both post paid and prepaid

If you are asking about TDS on commission it is covered under 194 H. If the selling commission is paid to your employee, you need to include it in his salary and TDS u/s 192 is applicable.
