if any company received Some Sample received from outside India for laboratory test and send back to foreign after checking test process and result Foreign Bodies issued Quality Certificate. payment maid against this liable to TDS ?

if indian company received the pay when foreign company will deducted tds or any tax which is applicable in its country.
