sir pls explain & formalities the tcs(Tax collected sournce)

when u make sale like scrap you have to collect the amount on the sales value @ 1% and pay the remaining amount. it is opposite to the tds. like tds is to be deducted on payment of the money. but here u have to collect extra money . sec 206c govern these matters.
