Who Deduct TDS and from Where and who deduct TCS and from Where? if possible explian with Example

01 February 2009 tds is deducted when some specific payments are made like professional fees , rent , salary etc.it is deducted by the person who is making payment.
tcs is collected on certain paymrnt like liquor, toll parking etc. it is collected by the person who receives the payment.
