MRP means "Maximum retail price" Means the product can be sell upto maximum of such MRP not means the sale to that price only means he can sale it with lower price then MRP also, But for Excise duty purpose we shall consider MRP if applicable valuation is based on MRP.
So for lower price than MRP can sale.
